COMMENTS: Regulation 2019/R-1046 contains the Second Amendment of Regulation 2019/R-158 on the Packaging and Labeling of Tobacco Products. It clarifies health warning requirements in "exceptional circumstances," i.e., duty-free products, warehouses for export, and duty-exempt products for travelers.
