Ministry of Health Order No. 453/2021, Order for Packaging of Tobacco Products and Printing of Health Warning Pictures and Text Statements According to the Standards
COMMENTS: Ministry of Health Order No. 453/2021 requires plain packaging of cigarettes. The Order also contains updated pictorial health warnings to be included on tobacco product packaging. Ministry of Health Order No. 453/2021 repeals Proclamation No. 11/2016, Order of Printing Warning Images and Texts on the Packaging of Tobacco Products.
This Order was subsequently amended twice - first in April 2022 and second in September 2022 - delaying the date on which plain packaging comes into effect from April 10, 2022 until December 31, 2023.
The Order was again amended in April 2025, including amendments to substantive provisions and further pushing back the implementation date to October 20, 2025.
To the best of our knowledge, all laws provided here are in effect as of June 1, 2023 unless otherwise noted.
