COMMENTS: The Department of Transportation and Communications, Land Transportation and Regulatory Board's Memorandum Circular No. 2009-036 on 100% Smoke Free Public Utility Vehicles (PUVs) and Public Land Transportation Terminals establishes a 100% smoke free policy in these vehicles and locations. Public transport includes jeepneys, taxis, and buses. The memo also sets forth duties, responsibilities, and penalties for noncompliance.
