COMMENTS: The Technical Regulations for Tobacco Products, Federal Law No. 268-FZ, are comprehensive, covering a range of topics including, but not limited to: definitions of several key terms; ingredients; packaging and labeling; and compliance and enforcement.
The health warning requirements for smokeless tobacco products remain in place; however, the requirements for smoked tobacco products were replaced by those contained in the Eurasian Economic Commission Technical Regulations for Tobacco Products (TR TC 035/2015).
The regulations were subsequently amended by Federal Law No. 325-FZ (uploaded below), which amended the title to "Technical Regulations for Smokeless Tobacco Products" and updated the instrument to apply only to smokeless tobacco products.
To the best of our knowledge, all laws provided here are in effect as of August 10, 2026 unless otherwise noted.
