COMMENTS: The Civil Service Commission's Memorandum Circular No. 17, s. 2009, Smoking Prohibition based on 100% Smoke Free Environment Policy, establishes a 100% smoke free policy in all areas of government premises, buildings, and grounds, except for open spaces designated as smoking areas.
