The law requires all packs and cartons of smoked tobacco products to have two designated health warnings on their front and back occupying at least 40% of the surface area. The written warnings may be accompanied by a picture or pictogram, however the implementing order contains only a text warning requirement.

The law meets the minimum size requirements of FCTC Art. 11 (30%) with respect to cigarettes and cigars. However, to more fully comply with FCTC Art. 11 and the FCTC Art. 11 Guidelines, the law should apply to all tobacco products. Additionally, the law should require specific pictorial health warnings that occupy at least 50% of each principal display area. The law should also specify how the health warnings must rotate and require updating of the messages every 12 to 36 months. The health warnings further should occupy 50% or more, but no less than 30%, of the principal display areas of the tobacco product package.
